What this quote means is that obeying becomes a building block like it becomes a stronger and better thing. To be obedient is the goal basically. Doing good things is being obedient. Good things like listening to what you were told to do. For example for being obedient is like if your parents tell you to do your homework you do it. That's obeying. Another example would be like to clean up after yourself when someone told you to do.
