What this quote is saying is that in order to have more freedom you have to be obedient. If you obey whatever you have been told to do or something you'll end up having the freedom you want in return. Obey some more and get more freedom out of it. An example of this quote is when someone is obedient and does their chores. They are rewarded with the freedom to go out and have fun.
